Much of Omaha, Neb., was in danger of catastrophic flooding as water levels in the Missouri River reached record highs.  Any rainfall in the city and surrounding suburbs would cause the CSO (Combined Sewer Outfall) levels to back up in the city's storm water system, threatening residents and businesses. Large and prolonged rain events in Omaha can cause estimated stormwater flows of up to 10 billion gallons per day. As the river rose, the ability to discharge treated water was severely hindered. An emergency call was put in to Rain for Rent to help design a solution.

In 1969, employees working at a dam disposed of three old electrical capacitors by dumping them into a nearby river. Each capacitor contained 10 to 12 gallons of oil heavily laden with PCBs. Over the years, the capacitors corroded and dispensed contaminated sediment over several acres in and along the adjacent river.

After intensive studies, the agency's consultants determined the best way to remove the pollutants was with a diver-assisted suction dredging operation.
